Archaeological & Cultural Heritage Resource Assessment Contract

 

BCTS plans to develop areas within operational plans. These areas will be
supplied to the Archaeology contractor for feedback as to which ones would require impact

ADDENDUM #1

The tender package for the above-noted contract is amended as follows:

CONDITIONS OF TENDER:

In addition to the requirements already stipulated in Section 4.01 and 4.02 of
the Conditions of Tender, the following qualifications must also be met in order to submit
an eligible tender for Contract PD09TGA-001:

PROPONENT QUALIFICATIONS
The proponent must possess the following minimum qualifications to conduct the services
described within this Invitation to Tender. PROOF OF THE FOLLOWING FIVE QUALIFICATIONS
MUST BE PROVIDED WITH THE TENDER. ANY TENDER RECEIVED WITHOUT PROOF OF THESE
QUALIFICATIONS WILL BE DEEMED INELIGIBLE.

1. The project manager for the proponent must be a Professional Archaeologist (RPCA)
and have at least five field seasons experience supervising and/or working on
Archaeological Impact Assessments within the central interior of British Columbia
2. At least one member of each field crew must have at minimum, a Bachelors Degree
in Archaeology, with two field seasons experience supervising and/or working on
Archaeological Impact Assessments within the central interior of British Columbia
3. The proponent/firm must have successfully completed a similar sized project
within the last two years
4. The successful proponent must have, or be eligible for a Heritage Inspection
Permit, under the Heritage Conservation Act
5. An example of an Archaeological Impact Assessment Interim Report with
corresponding maps for review will be required as part of the submission

UPON REQUEST, THE SUCCESSFUL BIDDER MUST BE ABLE TO PROVIDE PROOF OF THE FOLLOWING:
- The successful proponent must provide proof of 2 similar projects related to
Archaeological Impact Assessments completed within the last two years. Each project must
have:
- Contract name/number
- Company or agency contract was held with and year
- Contact person and phone number
- Contract amount
- Contact person email
BCTS will contact a minimum of two references (References will be selected randomly).
However, we reserve the right to contact as many references as we feel necessary.
References will be evaluated based on: quality of work; timing of deliverables; ability to
effectively communicate; and First Nations involvement.

THE SUCCESSFUL PROPONENT MUST BE ABLE TO COMMENCE WORK WITHIN TWO (2) WEEKS OF CONTRACT
AWARD OR UPON A MUTUALLY AGREEABLE DATE.

SUMMARY DESCRIPTION:
The proposed contract requires a 3 stage process to be applied to all areas proposed for
development within operational plans for the PG BCTS business area for the 2008/ 2009
field seasons:

1) BCTS plans to develop areas within operational plans. These areas will be
supplied to the Archaeology contractor for feedback as to which ones would require impact
assessments.

2) Archaeological Impact Assessments (AIA) and Cultural Heritage Resource
Assessments (CHRA\\\'s) to be completed on all areas proposed for development by BCTS. The
contractor will provide a professional opinion to the contract administrator on areas
provided by BCTS that the contractor has identified as having potential archaeology or
cultural heritage values thru modelling software and consultation with First Nations.

3) The Archaeology contractor will undertake field work, as agreed to by the
contract administrator, to \\\"field verify\\\" those sites identified as having potential
archaeology and/or cultural heritage values. The contractor will provide a detailed report
and recommendations to the contract administrator for implementation in multiphase layout
and cutblock development upon completion of all assessment work by the contractor.

Archaeology models have been the preferred method for determining the high and medium
areas requiring verification or assessment work to be completed in the past in the P.G and
Headwaters Forest Districts. However, it is the intent of this contract to leave the
decision making to the professional archaeologist to provide a judgement on areas where a
likelihood of traditional use and archaeological values occurring, with recommendations to
the contract administrator through the assessment and report development of the contract.
The Mackenzie Forest District has no model for determining areas needed for assessment. It
will be the contractor\\\'s responsibility to liaise with First Nations and gather other
sources of information in order to decipher areas requiring assessments, and to provide
details to the contract administrator of proposed assessment strategies before
implementation of any field work.

The tender will be evaluated on the basis of hourly and day rates, due to the lack of
areas presently proposed for operational development, up to a maximum contract value.
Although the day and hourly rates for each area identified in the tender offer form are
estimates, they have been made proportional to BCTS volume allocation being developed
under operational plans. This, however, may not reflect the reality of where the
archaeological or cultural heritage values exist. Operational plans for all 3 districts of
the PG BCTS Business area are planned for development for the fall of 2008 and would be
ready for field assessments to be completed during the fall / spring / and summer of the
2008 / 2009.

PHYSICAL WORK LOCATION/ADDRESS:
Mackenize Timber Supply Area, Prince George Timber Supply Area, and Robson Valley Timber
Supply Area.

LENGTH OF CONTRACT:
Multi-year
This is a multi-year contract. The obligation of payment of money by the Ministry to the
Contractor is subject to funding being available in any fiscal year or part thereof.

SITE VIEWING:
Not applicable.

INFORMATION MEETING:

BID DEPOSIT:
A bid deposit of 10 percent of the tendered price is required, see information package
for further information.

COMMENTS AND ADDITIONAL INFORMATION:
The successful contractor will be required to implement and conform to the Prince George Business Area Environmental Management System.
Bidders must meet eligibility requirements as specified in the Conditions of Tender for this contract. The lowest or any offer will not necessarily be accepted. The Ministry of Forests and Range reserves the right to reject all offers or limit the number of ministry contracts held by a contractor at any one time. The ministry will reject all late tenders. This solicitation is subject to Chapter 5 of the Agreement on Internal Trade.
