The City of San Diego seeks the services of a professional historic preservation
Consultant with experience in conducting historic resource surveys for the San Ysidro Historic Resource Reconnaissance Survey. Funding for this project will be provided by a Certified Local Government Grant in the amount of $25,000 through the State Office of Historic Preservation (OHP). These funds are passed to the State from the Federal Historic Preservation Fund and OHP is required by federal law to pass at least 10% of these funds to local governments. The Consultant will complete fieldwork and prepare a survey report for the San Ysidro Community Planning Area based on a historic context statement prepared in advance by city staff.

The project is a priority for the City with an update of the San Ysidro Community Plan scheduled to begin in late 2009. The historic resource survey must be completed within the grant period of October 1, 2009 through September 30, 2010. The most recent historic survey of San Ysidro was completed in 1989 and although 128 potentially historic structures were identified in this survey, only three have been listed on the City’s Register, with one additional resource listed on the National Register. The community plan constitutes the land use element of the City’s General Plan for the subject area and will be used to make land use and planning decisions for the next ten or more years. The survey, guided by a historic context, will be used as a planning tool to inform the community plan update by making it possible to evaluate resources for land use planning purposes and to identify important aspects of
community character. The survey will also help identify historical resources worthy of designation at the local, state and national levels.

The public will be involved in the project through both formal and informal
opportunities. The community plan update process will include regular meetings with a formal Stakeholder Advisory/Community Planning Group that will provide public input into the land use decisions and plan policies and recommendations. City staff will present the historic context and survey to this group for their input and feedback. These meetings are open to the public and will be noticed in both Spanish and English. All written materials will be translated into Spanish and made available at the public library and at the Casa Familiar Community Center. Throughout the project, the City’s website will be updated on the status of the survey and a copy of the Draft Report will be made available. The data will be available online through CHRID following the survey’s adoption and the formal hearing process. The City’s website will allow members of the public to provide information on historical resources in their community. The Consultant will conduct limited oral interviews with community leaders and individuals with knowledge about the historical resources of San Ysidro. In addition, the Consultant will consider public input in evaluating resources for historic significance.
