Scope of work:

2.0 PURPOSE

The purpose of this RFP is to select a qualified consultant for the purposes of synthesizing and analyzing research and best practices for identifying, evaluating, documenting, protecting and stewarding cultural heritage landscapes in the City of Toronto and to generate a survey of municipally` owned potential cultural heritage landscapes across the City.

This RFP process is governed by the terms and conditions in Appendix ‘A’.

2.1 Background

The City of Toronto Official Plan has identified Cultural Heritage Landscapes (CHLs) as a priority for the development of services offered by Heritage Preservation Services within the City Planning Division. Additionally, the Provincial Policy Statement also sets out CHLs as important in the consideration of cultural heritage in Ontario.

Across Canada, many municipalities are beginning to recognize that landscapes have cultural heritage value and contribute to the larger sense of place, culture and history that helps create unique and vibrant communities.

In preparation for developing City policies for the identification, evaluation, protection and stewardship of CHLs, Heritage Preservation Services is seeking a qualified consultant to examine the current research and programs for CHLs, including provincial, national and international examples with a specific lens for implementation issues in the City of Toronto.

Consideration of a values based management strategy for the identification, evaluation documentation and stewardship of CHLs is required. Particular emphasis should be paid to social and cultural values that contribute to the multi-layered nature of evolved landscapes and those with particular interest to associative landscapes and diverse communities.
