Oyu Tolgoi, a copper/gold mine in Mongolia is soliciting proposals from all interested parties to be contracted for a 12 month maximum consultancy to design a long-term Cultural Heritage Program.

N/A, Mongolia, Asia

Oyu Tolgoi (OT) is the largest as yet undeveloped copper-gold ore deposit in the world. Located in Khanbogd village (soum) in Umnugovi (South Gobi) province (aimag) of southern Mongolia, the OT project will begin construction within approximately one year, and will represent investments of approximately USD $4 billion. More information on OT is available at www.ot.mn.

The OT project is seeking to minimize, mitigate, understand, and manage cultural heritage impacts through the development and implementation of a Cultural Heritage Program (CHP). The Program will feature an integrated approach to cultural heritage, and shall define cultural heritage as both the tangible and intangible aspects of human socio-cultural traditions and identity, including, but not limited to, sites of historic or archaeological importance, material objects, artistic traditions, spiritual practices, knowledge and oral histories, strategies related to natural resource utilization and livelihood, as well as cultural values, perspectives, and aspects of individual and/or group identity.

At present, OT is soliciting proposals from interested and qualified parties to play a key role, in close collaboration with OT’s Community Relations and Sustainable Development (CRSD) team, in the development of the CHP as described above. An expert group of cultural heritage and sustainable development professionals (individuals and/or institutions working together, hereafter referred to as “Consultant Team”), shall be contracted to produce a detailed risk analysis (including identification of threats, opportunities, and knowledge gaps) and program design for a long-term OT Cultural Heritage Program (CHP).

NGOs/not-for-profit organizations, civil society entities, research institutions, public agencies, private firms, and/or teams of associated individuals or organizations are eligible to submit proposals in response to this TOR. Entities must be legally permitted to work in Mongolia.

Complete Terms of Reference (TOR) for this consultancy can be obtained by sending an e mail to morgank@ivancorp.net. Proposal submission deadline is January 15, 2010. The selected Consultant Team should be prepared to mobilize by February 1, 2010.
