Essential Duties and Responsibilities
•Identify and include stakeholders in cultural resources management practices through consultation.
•Develop and submit monthly reports to the CEO/General Manager on progress toward and/or further needs in pursuit of the tasks and priorities.
•Establish and recommend strategic actions to protect, maintain, and promote the cultural resources of the Tribe.
•Locate public notices on cultural resources policies and practices by federal, state and local government agencies through research and consultation, evaluate and prepare responses in coordination with other tribal departments to applicable notifications pertaining to cultural resources governmental consultations and policy development efforts of local, state and federal governments.
•Prepare and implement the organizational plan and oversee the department’s progress and staffing responsibilities in implementing the plan.
•Foster and maintain active governmental ties and coordination with Indian tribes and local, state, national and international agencies on matters of cultural resources policies and practices as appropriate.
•Inform the Business Committee, General Council and appropriate tribal departments of oversight activities involving relevant cultural resources protection and management policies, procedures, laws, negotiated rulemaking comments, cultural resources projects, and inter-departmental cooperative efforts as appropriate.
•Assist and oversee educational efforts regarding the Tribe’s cultural resources both on and off the reservation, coordinating with other departments as needed.
•Advise and inform the San Manuel tribal government of strategic actions pertaining to cultural resources management matters, including policies and laws, repatriation issues, land developments, historical sources, and other opportunities involving cultural resources management.
•Establish and implement traditional and contemporary principles of cultural resource management and practices applicable to the San Manuel Band of Serrano Mission Indians.
•In coordination with the Grant Administrator, seek opportunities for federal, state and local government grants, which may assist the tribe in advancing its cultural resources protection and management objectives.
SUPERVISORY RESPONSIBILITIES
Directly supervises employees in the Department and carries out supervisory responsibilities in accordance with established policies and procedures. Responsibilities include interviewing, hiring, and training employees; planning; assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems between Department employees.
COMPETENCIES
•Conduct needs assessments, analyze the results, and make recommendations based on these analyses.
•Work with the CEO/General Manager, and other tribal department directors and staff to develop and execute strategies for the legislative, regulatory, and political processes to protect and manage tribal cultural resources.
•Research and make recommendations to the San Manuel tribal government for protecting and maintaining the cultural resources within Serrano ancestral lands.
•Develop cooperative efforts between the Tribe and universities, local, state, national, and international governments and organizations regarding the protection and promotion of the Tribe’s cultural resources.
•Initiate the development of cooperative agreements for the protection, management and resolution of potential conflicts involving tribal cultural resources impacted by land developments within the Tribe’s ancestral territories.
•Coordinate staff, consultants, and inter-departmental communications.
•Resolve issues to assure that program goals are achieved.
•Develop strategic plans, set objectives and goals, and develop a mechanism to evaluate performance and progress.
•Account for the use of tribal human, financial and programmatic resources to achieve Department objectives.
FINANCIAL MANAGEMENT
•Develop and manage the overall Department budget.
•Responsibly expend funds or commit any funds deemed necessary to the operation of the Department subject to the annual budget authorized by the General Council.
•Consult with and keep the Business Committee informed about major financial issues and expenditures.
GENERAL ADMINISTRATION
•Promote and carry out the cultural resources management goals and priorities of the Tribe, including, but not limited to, the following areas: compliance with federal law, cultural education for tribal citizens, governmental consultations pertaining to cultural resources, and educational outreach efforts.
•Oversee the day-to-day operations of the Department.
•Hire, train, supervise and evaluate administrative staff.
•Direct staff to carry out and accomplish the Department’s goals and purposes.
•Manage efficient administration of cultural programs in conformance with mission and objectives.
QUALIFICATIONS
•Knowledge of Federal Indian Policy laws, regulations, policies, and procedures that govern cultural resources management.
•Experience in contract negotiation, administration, and implementation.
•Demonstrated ability to research, write, implement and evaluate grants.
•Practical experience in tribal community and governmental consultation settings.
•Ability to represent the Tribe in varying governmental, academic and policy making settings.
•Skill in advising students regarding professional careers in cultural resource management.
•Management experience and skill in program review and development, institutional assessment processes, and inter-unit coordination.
•Skill in setting priorities that accurately reflect the relative importance of goals and job responsibilities.
•Ability to establish rapport, listen perceptively, and gain confidence of others.
•Skill in effectively interacting and communicating both orally and in writing, with the tribal community, governmental agencies, universities and museums.
•Ability to establish and maintain effective, collaborative relationships with prospective stakeholders and constituencies pertaining to inadvertent discoveries of cultural sites and resources within Serrano ancestral lands.

EDUCATION
Post-Baccalaureate Degree, or 5 – 7 years of direct cultural resources protection and management experience. Juris Doctorate preferred.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
COMMUNICATIONS SKILLS
Ability to read, analyze, and interpret highly complex legal, policy, regulatory, and legislative documents. Individual must have strong technical writing skills and must be able to respond effectively to inquiries or complaints. Individual must have strong verbal communications skills.
COMPUTER SKILLS
Must have working knowledge of computer systems.
